The bug manifested itself on a Linux Mint 21.1 system after installing a 
CUPS-update. LM 21.1 is based on Ubuntu 22.04 Jammy. 
After searching on the Linux Mint forum and this Ubuntu forum I decided to roll 
back the update and that did restore the CUPS server which had failed to start 
up properly; both cups.path and cups.socket with status failed. 
The update consists of two packages labelled 'cups 2.4.1op1-1ubuntu4.15' and 
'cups-filters 1.28.15-0ubuntu1.5'. I guess the latter package does not play a 
role in this issue.
The now again active package is labelled '2.4.1op1-1ubuntu4.12'.
Printer configuration is done with 'system-config-printer 1.5.16ยด, a CUPS 
configuration tool.
I have inspected /etc/cups/cupd.conf and at the end of the file after the line 
</Policy> follow the four lines mentioned elsewhere in this issue. But 
nevertheless the system prints. I took a look at older snapshots and the four 
lines seem to have been there without causing trouble, but that has changed 
with the latest update.
