@Dan Bielaski: that's a good idea, I tried reproducing the issue with the 2024 regression packages, but that didn't result in the extra lines getting added, so unfortunately, that's not the cause.
@Michel NALLINO: Yes, those lines are correct, as they are in <Policy> sections. It's lines outside of a <Policy> section that are problematic.
