Marc - Since the security update in question plugs a 'hole' in the code that was not parsing for config errors correctly, it seems possible that the errors being detected after the update was installed (i.e. JobPrivateAccess, JobPrivateValues, SubscriptionPrivateAccess, and SubscriptionPrivateValues configuration outside of a <Policy> section) may have been introduced at some unknown time in the past, then? Perhaps even with the 'bug' in 2024 that had introduced the same symptom?
