Mario:
1) I confirmed crashkernel is present on my kernel command line:
crashkernel=2G-4G:320M,4G-32G:512M,32G-64G:1024M,64G-128G:2048M,128G-:4096M

2) I checked /var/crash and only see a small kexec_cmd file.
mike-cooper@Max:~$ ls -lh /var/crash
total 4.0K
-rw-r--r-- 1 root whoopsie 318 Feb 14 11:02 kexec_cmd
 
3) Can you tell me the exact Ubuntu kernel version/package you want me to test 
(or provide a link to the debs / proposed kernel)? I’m happy to install it and 
report results.  Though I may be getting out of my depth at some point
