I'm not fully sure that we should make the portals to be less strict on the session they are in, but rather updating the desktop environment to reach the target properly.
As this also may imply that logging in in a tty or ssh, makes the portals to start and this is definitely something we do not want (also because it may create problems in case the session starts before than a graphical one), no? Note that also the long discussion we had in https://github.com/canonical/snapd-desktop-integration/pull/147 that was a workaround that was taking advantage of the fact that portals start on graphical target only.
