Can you confirm that this is not happening also when using `sudo
loginctl enable-linger $ANOTHER_USER`? Since I'm getting the portal (and
other unwanted stuff, TBH) running in that case.

Fact is portals make lots of assumptions that a whole desktop is
running, if this is not the case, then it's not a supported desktop and
things may fail.

So, let's see what upstream say, but I feel that's their rationale too
