I have the same problem on my PC (with freshly installed Ubuntu 26.04 - not 
upgraded).
I also have a laptop with the same installation, and the window-dragging works 
on that machine.

Specs of my malfunctioning PC:
OS: Ubuntu 26.04 (Resolute Raccoon) x86_64
Kernel: Linux 7.0.0-15-generic
Shell: bash 5.3.9
Display (XG27AQDMG): 2560x1440 in 27", 240 Hz [External]
DE: GNOME 50.1
WM: Mutter (Wayland)
WM Theme: Yaru-dark
Theme: Yaru-dark [GTK2/3/4]
Icons: Yaru-dark [GTK2/3/4]
Font: Ubuntu Sans (11pt) [GTK2/3/4]
Cursor: Yaru (24px)
CPU: AMD Ryzen 5 3600X (12) @ 4.41 GHz
GPU: AMD Radeon RX 5700 XT [Discrete]

I also used "Dynamic workspaces" on both computers, and
Super+Shift+PageDown/Up also work for me.
