After four days with the proposed kernel, the system is performing even
worse than before. I am experiencing micro-stuttering not only with the
mouse cursor but also while typing.

I'm not sure but, I'm seeing continuous org_kde_powerdevil (DDC devices
EACCES) and bluetoothd errors in journalctl since updating. Perhaps the
power management conflicts (DDC/CI permissions via PowerDevil) combined
with the Bluetooth/USB sub-system errors might be causing these brief,
periodic system freezes (micro-stutters) when tracking the mouse or
typing.
