Ahh ... something is badly wrong with dracut (or something?) on your
machine. The initrd.img generated for rev 1011 is way too small
(/boot/firmware/new/initrd.img which is copied from /boot/initrd.img).

What's more worrying is that the /boot/firmware/current/initrd.img is
fine, but the ostensible source of that file
(/boot/initrd.img-7.0.0-1009-raspi) is also way too small. (Also, we can
discount lack of space as an issue: your boot partition has plenty of
space left)

Please try the following to regenerate the current initrd, and capture a
log of the output (this is all one line):

sudo dracut -vv --force /boot/initrd.img-7.0.0-1011-raspi
7.0.0-1011-raspi 2>&1 | tee ~/dracut.log

If possible, could you attach the resulting ~/dracut.log here?
