Ah, apparently the tmp.conf portion is not required (resolute still has
a /lib/tmpfiles.d/tmp.conf that clears things out periodically), so you
can skip the creation of /etc/tmpfiles.d/tmp.conf (it won't do any harm
if it's there, but it's not required).
