I know I can put "XkbLayout us,cz" to xorg.conf and then switch between
layouts using keyboard shortcut.

However, as I wrote earlier, my users need to switch between US and CZ
layouts BY CLICKING ON SOME SORT OF INDICATOR in the Ubuntu panel, not
by pressing "Alt-Shift", "Alt-Alt" or some other cryptic (for them)
combination. Also, they  prefer to have difeerent keyboard layouts for
different windows. They are 60-70 years old people without computer
experience!

Tell me how I can do this. (This is not a rhetorical question. I really
have no idea if or how this can be done.)

I know the indicator and switching start working immediately when I
change something in "Keyboard preferences". Can this somehow be done
programatically? For example, I could have a script that waits until 10
seconds after desktop has started, then changes some insignificant thing
in Keyboard Layout settings, and re-initializes it? This could be the
way, at least for now...
