I have Czech layout and setxkbmap added to session startup dialog works fine. So, bug has random nature probably related to some obscure X Server setting(s). I have feeling that if I dig deep into any problem I had with Ubuntu, I ended up at some X Server bug that is root cause of problem, just like here.
