Ah, I see it now. I think I understand what happened, and I've reported it as a bug: https://bugs.launchpad.net/ubuntu-translations/+bug/705392 It seems that the en-US.xpi file we generate from the upstream sources is missing those two files. We effectively use that file as a template, in the same way we use .pot files.
