I would think that 3 player would be the sweet spot as well.  Even in
a four player game there are occasional rounds where you get only ONE
action.  If you are needing to meet a food requirement that is
essentially all you will do for the entire turn.

3 player allows for the 2 (sometimes 3!) turns in a round to feel like
you are really doing something.
