I will have a look at the latest version of the proposal - it is the one on 
GitHub right?  
If everything in the proposal is in order, next step for you guys will be to 
actually put it online on eclipse.org (http://eclipse.org) (by sending it to 
Eclipse Management Organization), and after a community review period (which 
can be as short as just a few weeks if there's already lots of interested 
parties to the project…), you can ask for the creation review of the project to 
be scheduled.

Regarding the two-step transition to EPL, I am afraid I miss some background 
and I am having difficulties to understand what it is you want to do.
One thing that needs to be prepared though is that all the 3rd party 
dependencies of uDig should be listed as they will be subject to a different 
Contribution Questionnaire than the Initial Contribution ; therefore I would 
suggest that you update (if needed?) the list of dependencies 
http://udig.refractions.net/confluence/display/ADMIN/Dependencies of the 
project. When the project will be created and you will have your Eclipse 
committers credentials, I can help you use the IP management tool (IPZilla) to 
either find existing CQs for these deps, or create new ones if needed.
