Well Ugandans never sent money home to their relatives because it got their poor relatives killed. Remember Yaobang that during the Amin/OboteII eras, soldiers (who were also robbers) run wild in Uganda, so just puting on a new suit and stepping out on the streets of Kampala got people killed or just driving a second hand (two door) corolla meant that you were very filthy rich and of course that earned you a visit from the "Ugandan Army/Police force" at night (at night they were armed robbers) and could cost you your life and if lucky just your car. Besides the systems then were so corrupt that the money never got to it's intended destination any way. Another reason was that most Ugandans just wrote Uganda off, infact in those days if you were abroad and Uganda was mentioned in the news you felt ashamed to be recognized as a Ugandan because it was most likely going to be something negatively bizarre.

 I, for one, send money to Uganda so my few remaining relatives can survive and not be one of the 1,000,000 statistic that your icon dictator Museveni qoutes of starving (begging for food from the WFP; Ugandans have never had to do this until dictator Museveni came to power!)! You call that a financial investment?

Like he said in his letter to The Monitor, dictator Museveni cares for the safety of himself and his immediate family, and by collorary, not for the rest of Ugandans. But, the Ugandans will eventually "take care of him and his family"and, boy, they will?
