Once again, the main issue is not what uniform the killers are putting on, it is that they are killers. I think there are more reasons to convince me that most of the killings are being done by the rebels not the government forces. It is our collective condemnation of these killings that may force both parties to come to the negotiating table. A condemnation of the rebels by UPC, a section of which you Matekopolo represents, will come in handy in here.
That UPDF is failling in its responsibilities is not debatable since even the commander in chief himself has acknowledged the failure on several occations. The same could however also be said of the former national army (UNLA). The killings of the people in Luwero can by the same token be blamed on the failure of UNLA to protect them and their property. Like the UPC government tried to solve a political problem militarilly and failed, the present government is also failing to solve a political problem militarilly. It is high time we broke this cycle. One way of going about it is for organisations like UPC that have gone through the same experience come out openly and denounce Konny and his killings.
