That UPDF is failling in its responsibilities is not debatable since even the
commander in chief himself has acknowledged the failure on several occations.
The same could however also be said of the former national army (UNLA). The
killings of the people in Luwero can by the same token be blamed on the failure
of UNLA to protect them and their property.
