EM, UPC is 50 years old. Older than me by a few years. Do you mean to say,
after 50 years, the only replacement you could find in 2005 after Obote's death
was his wife? 50 years is a generation and a half, if Uganda could not produce
another appropriate leaders within that period, we sure need as a people our
genetic/DNA material and make up checked!
You say, I do not know what was going on in Kampala at the time Obote died
and had it not been for mama Miriam a second funeral would have been performed
for UPC...what sort of fire was burning in Kampala then that required the mama
and not the Uganda Fire Brigade to put out?
What some of us do not want to see happening is making the mama's stepping
down as doing a favor to Ugandans. For a political party that calls itself
democratic and has been around for 50 years only to have had only one leader is
shameful enough.

On the little information I have, it was prudent for Maama Miria to take that
position at the time, and I have totally no regrets about it, if she did not
take that position you would probably have no UPC party today in Uganda. So get
more information on what was happening in Kampala at a time then comment. On
another note, isn't it interesting that you are now questioning Obama' steps?
This is what I have argued on always, let us get more information about
politicians then we decide whether to oppose or not support but not base our
support on what he has stated. On record I made a stand on Obama based on the
people that were running his campaign, yet many Ugandans thought that this
campaign was being ran by one individual, Obama. And it is so sad that some of
us expected Hilary to stand next time, but when you have been a secretary of
state of Obama, she has as well reached her cross bar, the Democrats need to go
back to the drawing board.
Some of us wonder about the change Africans have been singing as they drink
Malwa out of their pots in jubilation.

This is a good thing, but she had no reason to head UPC in the first place.
This is one of the permanent damages UPC has caused/brought to itself. The
people who came to the recent conference with a set idea to have her resign
immediately had a better and safer idea than her lingering around UPC corridor
until late next year, doing what? Making sure that she pockets the money
mulindwa and mama Onyango are trying to raise too?
In any case, I have concluded that running around with expired leaders is a
black thing..Look at the line up of Obama's cabinet and advisers...Clinton from
1992 to the present as if nobody else from the Clinton Club has brains to be
Secretary of Commerce, Secretary of State etc...and this is a man who promised
change! Change the Museveni way, blow up hospital and not replace them after
you get into power because you have robbed enough money to send your own for
treatment overseas.

Uganda Peoples Congress will hold its third delegates conference late
next year at which they will elect a new party president to replace Ms Miria
Kalule Obote who has been at the helm since 2005.
This was revealed yesterday by UPC deputy Secretary General, Mr Chris
Opoka during the party's second delegates' conference at Namboole National
Stadium which deliberated over the amendment of the party constitution.
"Mama Miria is happy that she has given the party her time to serve it
and can now leave. We shall hold a delegates conference next year to elect a
person to replace her so that the new person can have time to popularise him or
herself in preparation for the 2011 general elections," Mr Opoka told Sunday
Monitor in an interview.
The conference attracted over 500 delegates with majority coming from
Northern Uganda. They rooted for reduction of the term of service of party
president from seven to five years so as to be in tandem with the national
Constitution.
"The 1969 party constitution was designed during turbulent times and
gave much power to the party president," said Prof. Patrick Rubaihayo, a senior
UPC member.
"We hope to make a transparent, democratic and pro-people constitution
to reinstate the party's glory," Prof. Rubaihayo said.
Under the old party constitution, the president essentially enjoyed
sweeping powers to appoint and dismiss members of the Central Executive
Committee. A member was not allowed to hold a rally without the permission of
the party president.
Mr Opoka admitted that at the conference, there was a faction of
delegates who had come to ensure that the party president was ousted
immediately.
"That clique of people fears to be challenged in next year's delegates'
conference because they know there will be tight competition to replace Mama
Miria. But until then, Mama Miria shall remain our party president," Mr Opoka
said.
Yesterday, Mama Miria acknowledged that her age would not allow her to
continue in the 2011 general elections even if the constitution was not
amended.
"It is true I am now about 72 and by July 2011, I will be 75. That
means I can contest for presidency because elections will be held in March that
very year. I will be remaining with just a few months to be barred by the
national constitution which does not allow a person at 75 and above to contest
for presidency," Mama Miria said.
"But it is always good to let others serve. It is now time we should
let new blood lead us at the helm of the party. That is what democracy means,'
Mama Miria added.
UPC is not the only political party whose top leadership has been hit
by the age factor. Democratic Party President John Ssebana Kizito has also
declared he will relinquish power to Gulu District Chairman Norbert Mao.
The issue of membership of UPC at the delegates' conference generated
some debate. A delegate from Bunya West, Mr Mohamed Dhakaba Kirunda said
whereas the CEC wanted membership to be by formal registration, the others
wanted the membership to be left open to anyone who is willing to join the
party.
"The delegates felt that by forcing members to register is tying them
to the party, which is not democratic," Mr Kirunda said.
However, UPC special envoy to United Kingdom, Mr Joseph Ochieno said it
is always good to have members registered because it shows members' commitment.
But he agreed registration should not always restrict membership.
