Back in the day, many years ago, I worked for Cisco on a product called Cisco
Configuration Engine which, in conjunction with agents in IOS, does pretty much
what you're looking for - automatic deployment of IOS images and configs
generated from templates:

It's been a few years since I looked at the product, so I've no idea about it's
current state or pricing.
