It depends how accurate you need it to be.

Reasonably accurate, verified IP lists can be expensive.

Access to the registry (RIPE, APNIC etc) databases is free. We used them to build

  http://georbl.info/

which is a free DNS based service, used by a number of ISPs. Handy for email whitelisting. Now with IPv6 support.
