This plays right into government's hands like it's inevitable
they will surveil/censor everything.  For the sake of the 
children, of course.  Oh yeah, terrorists, too...

The legislation regarding Age Verification online is due to 
come into force shortly. I’ve been doing some thinking around 
the subject, regarding where responsibility lies with 
protecting what children can view online. 

Government regulation has already started in this space

1 - The Parents - They are an obvious party here, they have 
legal guardianship of their children.

5 - Teachers - Schools already play a role in teaching 
children what is and isn’t safe online. Although it’s worth 
noting they have no legal rights here.

7 - Another group I haven’t considered yet.

the responsibility to protect children at this level lays.

No, you mentioned the government above.  They DO NOT obviously
have a role to play here unless something illegal is going on.
Otherwise they should keep out as their decisions will hinder
folks from realizing the potential the internet has to offer 
everyone.
