If  I may interject here slightly. As a father myself, what I noticed is that 
quite a lot of parents are under the impression that education happens only in 
school and after school clubs. Very few parents spend the required TIME to 
educate their children and explain to them the responsibility and dangers of 
the internet. 

This takes us back to a bit of a catch 22. If the parents are not doing much, 
then the govt may feel like it's time to bring in some regulation to direct 
things a bit. 

 Again, as a parent I prefer to educate my own kids, and to make TIME for this, 
rather than let the government and any other vendors out there have a go at it. 
As a techie, I do enforce all sorts of filters and limits (and I agree that it 
can be a challenge to get it right) but I also prefer to give the kids a bit of 
a choice to  they can understand what not to do as an exercise for later on 
when I will not be able to enforce those limits. 

Also, seeing as the title is Parental Controls, I take it as my responsibility 
as a parent first and foremost to make sure that what the child does and sees 
on the internet is appropriate.

    Yes!  And this is where the gov't can help.  They could create 
    public service announcements, work groups, etc to reach out to 
    the communities and help them to help their kids.
