Wait a minute. The default configuration prints the partition table BEFORE it tries to partition the drive. Have you modified install.pl, or added something strange to Z:\site\config.pl or ...\unattend.txt?
*sigh*. I am indeed a bobohead. I copied over the unattend.txt from the production install, which sets these lines:
[_meta] fdisk_lba=1 fdisk_cmds="fdisk /clear 1;fdisk /prio:2000;fdisk /activate:1" format_cmd="format /y /q /v: c:" replace_mbr=1
