Brad's right...
SP3 includes everything you needs, MS just doesn't give any support on
upgrading a pre-SP2 WinXP, also if you can do so.
I think it's just a question of "what if something happens...". For
Slipstreaming, included (or not) SP doesn't matter.

No confusion, everything I've read is that SP3 requires at least SP1 or SP2
to be installed. Microsoft doesn't support "Gold" or SP0 in any way shape
or form any more other than still allowing people to download and install
SP1 or SP2.
