I know it's a different process. But I was thinking that since MS wasn't
supporting an upgrade from SP0 (Gold) to SP3 that SP3 isn't all inclusive of
what's contained in SP1 and SP2. So I did some tests just to verify if
there was a difference between slipstreaming SP0 (Gold) and SP2, there is,
but pretty minor. SP3 doesn't modify/update some files from SP0 (Gold) that
SP2 does. However, it doesn't look like it matters that much in the end
unless you care about MSTSC or the Migration Wizard. Still, I'll only be
integrating SP3 into SP2.
Here's what I did. I took XP Gold (SP0) and integrated SP3. Then I took XP
Gold (SP0) and integrated SP2***, then integrated SP3. There are 13 files
that SP2 updated, which SP3 didn't. Now, these files may or may not be
needed in SP3 anymore, but just looking at them I doubt it. Some are
updates for Terminal Server Client, MMC help file, Migration Wizard, that
looks to be about it. Actually none of them look that critical.
*** I would have used an SP2 disc, but I don't have one at home.

Anyway, there's my findings. The other 3 orphaned files from SP2 are left
over from the SP2 slipstream. Integrating SP3 from SP0, SP1 or SP3 should
get you pretty much to the same place. So for all those people on the
internet (I was surprised at how many there are) clamoring that you should
only slipstream from SP0 (Gold), it really makes no difference if you use
SP0 (Gold) or SP2 and probably SP1, but I didn't test that. I was able to
install XP SP3 from both of the ISOs I made into VMWare and everything
looked like it worked just fine.
I didn't test doing an actual upgrade because, I've spent more time than
it's worth it on this already and just as with SP2 I'll probably never
"upgrade" to SP3, but do a reinstall with SP3 integrated into the install.
