I doubt you'll be able to do that as SP3 requires SP1 at the very least and
MS recommends you have SP2 installed.  Just like you're now required to have
at least SP1 to even get Windows updates.  So, personally I'd only try
slipstreaming into an SP1 or SP2 disc.
