And I would change ie7.bat to use the "packages/flash/" directory. For Shockwave, I'm undecided. I'd like to put Flash and Shockwave in the same directory, but there is no good name; "adobe" rules out because of Adobe Reader and the average user / sysadmin won't think about flash residing in a directory named "macromedia" or "adobe", so I think your approach with putting Flash in the "flash"-directory was the right choice.
