An algorithm is an idea.  A piece of code is an expression of that
idea.

Similarly, a collection of registry settings is an idea.  A .reg file
is an expession of that idea.

I could easily express each registry change in my own words.  Since it
is a set of instructions to the regedit program, I would consider a
.reg file to be more than a simple list.

None of which matters, really.  First, if those authors really cared
about enforcing their copyright, they would make some effort to have
you agree to their license before downloading.  Second, neither you
nor I are lawyers, so our opinions are ill-informed by definition.
