There's at least a small user community; those people who are actively transcribing old works, like Project Gutenberg. Due to the latest US copyright extensions, it will take us a couple decades, but we'll want to transcribe this article.
Hence the Universal Character Set and the effort I go to write up proposals for this kind of thing.
