I would look at the Vacuum Booster.  It is a box located on the intake
manifold and is attached to the throttle lever with a spring.
It has a small port that goes into the intake manifold that reads the
vacuum pressure and adds throttle if necessary.
Also possible is that the choke is stuck.  Some units have an electric
choke and some with a thermo-mechanical choke.
Hopefully the carb is fine.  I am rebuilding my 6.5 this winter and
finding that parts are very expensive for this unit (if you can find
them).
