In my business we do just that with the chrome plating.  One of the
machines we manufacture has a 18" daimeter drive shaft for a 12'
diameter wheel.  The original shafts were just plain stainless and we
had real wear problems.  Then we started to do the hard (thick) chrome
plating and then re-grind to size.  Now the shafts last 10+ years.

Do you have any idea how the chrome plating would hold up in the salt
water?  I would love to put my boat shafts through the same process.
The only thing I worry about would be the galvanic corrosion.
