I think there are manufacturers that make item for your problem.  There are 
"nipples" that one can locate as desired and patches.  One would have to cut an 
access hole in or near the top of the tank near the location of the device.  
After the repair is complete, the access hole is sealed up.

Nothing in boating is cheap. :)  I have to replace one of the
water tanks in my aft cabin because the hose nipple snapped off while I was in
the San Juan's last week.  No idea where to get a custom size tank locally

there is a shop still in Portland if you can not find anything in
the Seattle area.  It is not cheap.  Hal

If you do not have a local chopper shop then see if you have a local

machine shop.  They should also know where to go.
