Hmmmm, That is strange.  I would cut a hole and clean that out.  I know i
may sound "hole crazy" but tanks need an access for just this type of
problem.  Then you would get it solved once and for all.  I would not put
anything in to disolve it becuase it could just break up the bigger chuncks
and you have whole new problem.  Without knowing what it is, you can't know
if anything you do is effective unless you can see in the tank.
If you don't want to cut a hole ill offer this.  Not knowing the plumbing
but i have a suggestion.
 as close as you can to the take outlet put in a clear spin-on water filter
(the type that  Sears cells) in line.  It needs to be as close to the tank
as possible so there is less chance of the line clogging before it gets to
this new filter.
When you install this install a sand filter cartrige.  What this size filter
will do is allow any of your sandy particles to get sucked up and then
settle out in the filter when the velocity coming into it.  You can then
just unscrew it and rince out the sandy stuff as you need to.
I have two of these installed and they work great.  Last year i decided to
install a water softener now all my water runs through a water softener so i
don't have mineral build up anywhere.
Makes for better showers and laundry turns out much better.
