Oh so many things to consider!  My 48 cents worth:  are you using
ethanol gas if so you could be accumulating water in the fuel tank -
happening all the time - Outboard engines bogg down and don't run
because the small screens they use in vst tanks on engines - inboards
especially old school carbed tend to burn it off if it reaches
cylinders check filters first -
Ignition causes same symptoms could be wires or plugs -  Its cheap
money to change wires and plugs and fuel filters first
If your burning off water from cooling system it should show itself by
a loss in the overflow bottles - If you had crusaders the exhaust
manifolds are fresh water cooled - Steam ultimately might be coming
from heads or head gaskets or your marine power manifolds I'm assuming
you are in salt water.. I could hear it on my engines by using a piece
of hose like a doctor uses a steathascope - I know - I spelled that
wrong!   A compression check will determine between which two
cylinders the leak is at if your can't find it with a hose and it is a
gasket or heads.  GOOD LUCK
