NO, you do not remove the 4 bolts! On each of the 4 bolts that goes thru the transom there should be a flat washer and a locking nut that holds the bolt in place on the outside of the transom. After that nut there should be another flat washer that the house zinc buts up to and then another washer and nut to hold the zinc in place. Unless one of the bolts is seeping water, do not disturb them.
