"The larger 1.5" outlet is for "normal" pumpout at a dock pumpout facility where the waste is sucked out of the holding tank. The smaller garden hose outlet T's off of the maceration pump to allow the macerator pump to pump waste up through that garden hose outlet, presumably to pump waste into a bucket or something.
