The problem was an illegal nightclub directly next to a licensed bar.  
They charged money, served alcohol, regularly advertised as a night club, 
had no emergency exits and brought people on the street from 2am onward.  

Before this speakeasy, the same location housed a regular late-night party 
spot which hosted massive raves and affairs during the weekends.

Other problems:  Streets, sidewalks and parking spots full of bashed-up, 
leaking cars, dizzying air pollution from auto paint/thinners, air pollution
from burning rubber+misfiring engines,  reckless driving (ever seen two cars 
race down both sides of baltimore ave traffic at 70mph around 3pm on a school day?,
I have), drunken/reckless driving from local bars and tow-trucks (recall a hit+run 
last month that totalled one car and damaged 3 others),  gunpoint robberies, an 
unlicensed 
and overflowing dumpster which spews metal+tires+paint+glass which constantly end up 
on neighbors lawns, the removal and compacting of steel and auto parts at 4am + trash
left on the street afterwards, a gas station which presents major 
air/health/fire/traffic
hazards...  Pull up a lawn chair some day in the island of 46th and baltimore and
take it all in, its lovely.
