Tony, I don't think this issue is steming from a news article.

I have been here before. I sat on the 40th Street Corridor 
development committee with similar outcomes. Everyone knows 
about creating quick changes through L&I crackdowns, however it 
comes about.

Here is a suggested process or approach: 

First the corridor manager should contact L & I with the written support 
of the merchants and familiarize them with the UCD program goals 
and objectives. UCD should then request a program to educate the 
merchants on L&I issues and strike a deal for enough time to bring 
everyone up to code. During this time there should be access to 
funding to help the merchants achieve their individual business goals 
while giving them the sense that they are a part of the corridors 
future.
