a long time ago i heard of a study that showed that when the police
ignored minor crimes, there was an increase in more serious crimes.  i
have no idea if this is a real study or just an urban myth.  however, it
seems to me that if "we" continue to ignore or even sanction the offleash
dog activity in the park then we are similarly sanctioning the offleash
dog activity more generally thrughout the hood.  given that people have
been attacked by offleash dogs near clark park, this is clearly a problem.
