Not really. Although Ray is undoubtedly stating the idea this way to stimulate discussion, he's right. You probably wouldn't circulate two petitions, but anyone truly interested in determining popular sentiment would prepare some kind of unbiased survey that allowed respondents to express their views in a way that could be analyzed to obtain a reliable result. A survey prepared by a group having representatives on both sides, and circulated by just such a group -- all to avoid as much bias as possible. This, by the way, is what I've suggested on numerous occasions for gauging the local sentiment vis-a-vis HD or HD vs NCD.
