Not sure -- I don't do any criminal work.
 
I would not characterize my concern as arising from  "racial profiling."  My concern arose from the fact that (1) he is not someone who lives on our block, and (2) he was loitering from no good apparent reason.   I realize that our block is lovely place to walk one's dog, but his intentions appeared to be more sinister.
