UCD did this despite the fact that they have no  legal authority to exact a 
tax.  So they went ahead and started compiling  property ownership and property 
tax information anyway.  

Isn't it against some law to send mail that looks like an invoice? I  believe 
that some scammers have gotten into trouble (mail fraud?) for this.
