Even though it kept stating "voluntary contribution", at a casual glance it looked just like a bill. UCD did this despite the fact that they have no legal authority to exact a tax. So they went ahead and started compiling property ownership and property tax information anyway. Isn't it against some law to send mail that looks like an invoice?
