Your friend's account about UCD billing her home is correct.  While UCD claimed 
that their BID would only tax rental units for those with 4 or more units, they 
lied again.  Unless your friend's rental property had 4 or more separate units, 
she was not to be taxed at all for the first few years.  Certainly, not her 
residence too.

In the occupied surveilance district, I have two rental properties with a total 
of 5 units and my house.  My bill gives an amount for each property assessment. 
 When Penn offered the dog and pony shows about the BID plan to tax us (yes 
Mel, it's not a tax just a little old mandatory assessment), UCD claimed that 
it was targeting rental units only.

UCD has courted the homeowners clubs and individual homeowners.  Like we saw 
when Penn tried to force this BID, UCD is trying to use/fool those homeowners 
by appealing to fear, anger and bullying.  

UCD has promised the homeowners that it will tax the small landlords only so 
that we are forced to sell to Penn's corporate partners.  While the "district" 
appeals to the homeowners with door prizes, promises, etc, the small landlords 
and long term neighborhood renters will be forced out of their angry little 
village paradise. 

( Between the trash violations, community court chain gang, and the BID tax, I 
have lived in terror for several years.  I thought this would be my home and 
community for the rest of my life, but I am leaving before Penn forces me out 
through bankruptcy.)

Of course, Penn intends to tax the stupid "UCD cheerleaders" too-- Just like 
they intend to demolish the 40th and Pine St mansion in a few years if Barry, 
Tony and Melanie can't deliver immediately.  

Penn real estate could happily wait a few years before taxing their 
cheerleaders.  To me, this recent development suggests that Penn believes the 
power and size of their corporate partners will force the BID next time--just 
like they proved to PHC that the neighborhood had nearly unanimous corporate 
support for the Campus Inn.

It is not a one taxed person, one vote method that Penn is trying to use for 
its BID; it is the value of the corporate housing that Penn is attempting to 
use to get the power to levy private taxes.

They don't need the homeowners support anymore!!!  It's no longer just Moyer 
and a few others targeted, it's everyone not on a UCD committee!!!!

  Yes, what Glenn is saying about this is absolutely true.  A few weeks ago, a 
friend called me to vent. She owns a rental property on Cedar Avenue, and she 
received what she thought was a "bill" from UCD.  The "bill" listed my friend's 
rental property address and her home address, and said that UCD was requesting 
a "voluntary contribution" of approximately $490!!!  This was based on a 
calculation of 12.5% of the property taxes my friend paid on her two 
properties!  Even though it kept stating "voluntary contribution", at a casual 
glance it looked just like a bill.
   
  UCD did this despite the fact that they have no legal authority to exact a 
tax.  So they went ahead and started compiling property ownership and property 
tax information anyway. 
   
  Yes, Penn/UCD apologist (you know who you are) I know that it's public 
information, but I still have a problem with them compiling information on 
people.  What other kinds of information are they compiling on us???

    ...Some of you are not aware but UCD surveils us.  They compile records to 
keep track of all property owners and send out bills to intimidate us with the 
coming BID. ( The BID will give tax collecting rights to Campus Apts, Penn, 
Melanie, Tony, and Lussenhop.  The gang Lussenhop referred to publicly as the 
"coalition of the willing.")
