Yes, broadband just means an expanded bandwith of the wire(s)
bringing TV, Phone and Internet Access into your home. It includes
DSL, cable and FIOS that bring voice, digital, HD TV and video
transmissions into your home at speeds that can support your computer,
TV or phone line. (In other words they run without interruption or gaps
in broadcasts because they are able to transmit the data at fast enough
speeds by increasing the number of lanes in the superhighway coming into
your residence.) You said yourself that Cavalier can not get
established because the two 800 lb. gorillas, Verizon and Comcast, sit
on all of the broadband access wiring in the city/region and thereby
control all access to your residence. They are the gatekeepers,
keeping out competition that would force them to lower their prices.
Now the "Duopoly" can set the same high price so that neither of them
really has to compete for your business.
