I had the same exact issue in 6.10.  It "pretended" like it updated but
it never really did, it just kept coming back.

I hoped that upgrading to 7.04 would get rid of it.  It did, but based
on your experience I may see the stupid thing again.

BTW I thought that maybe this was a runtime file that was in use by
SlimServer so I stopped SlimServer and tried to update.  No difference.
