Um.... Debian? Disclaimer: I am primarily a Debian user, and don't have extensive experience with the derivatives. It seems to me that most of the derivatives are geared towards setting up a desktop workstation. With Debian, one can choose a *very* minimal install. Also, there is a non-gui web browser called Lynx that, once one gets used to the interface, is fairly easy to use. Unfortunately, many web developers aren't too good at writing sites that look to good in text-based web browsers.
