I forgot SBRs were on 23. Since AAC has to decoded and re-encoded into Flac or MP3 - stuttering can be caused by an overloaded system such as a low powered NAS which is doing other tasks (e.g. scanning).
It looks like your system is a PC of some sort - what specs ? When you are getting stuttering - what is the CPU usage ?
