I don't really know why you won't try the putty thing just to check,
since it takes about 5 sec to do, but it's easy verify this other ways
to.

Just log on physically on the server and see if the filenames are
displayed correctly there. If they are, then the problem is the charset
in your remote shell software (like putty)

The comparison with clarkconnect and that everything has worked before
doesn't have anything to say here if you are using a different
distro/version, so I don't know why you bring that up. Things were
probably working because everything used ISO-8859-1 charset in the
filenames, which would fix both the SC bug and the remote shell problem
that you are experiencing now.
What distro are you using now by the way?
