At present it is only upsampling and only to the highest power of 2
multiple of the input sample rate which is equal to or below the max
rate of the output device.  [which is the use case what was defined]  So
at present it upsamples to synchronous rates only.

There's not much software to change to do something more flexible - but
we would need to agree what it required and what command line options
are needed.
